Currently, Google is working on blocking tab-under behavior in their Chrome browser as reported by 'Bleeping Computer'
For users unfamiliar with this tech argot, Basically tab-under behavior is when you are scrolling or clicking on a page, then a site duplicates the current page in another tab and shows an ad or a new website in the page. It has happened to me serval times, its very annoying sometimes. Most of these pop ups shows inappropriate contents not related to your cookies at all, meaning they're obviously abused to spam users.

Earlier yesterday, Google published a document detailing on how it's currently dealing with tab-unders in Chrome.
